Guto Bebb MP attending International Delegation to Catalonia

Guto Bebb, the Member of Parliament for Aberconwy, will be spending the weekend in Catalonia as part of a delegation of international observers invited by the Catalan Regional Government to observe the regional elections being held in Catalonia this Sunday.

The regional elections have been brought forward by the Catalan Government as a response to the failure of the regional Government to persuade the Spanish Government in Madrid that the region has a right to hold a referendum to decide upon their constitutional future.  The Spanish Government holds the view that such a referendum would be constitutionally invalid.  

 A consultative vote was held last year under the auspices of the Regional Government but the central government was unwilling to accept the validity of the vote.  As a result of this decision the Government of Catalonia decided to call for early regional elections.  The aim is to use such a vote, if the parties favouring independence received the support of over 50% of the electorate, as an alternative declaration of the position of the people of Catalonia.

 

Guto said;

“The opportunity to be part of an international observer delegation is unique.  Witnessing the way in which the debate about the future of Catalonia develops through the ballot box will be very interesting.  What is crucial is that this election reflects what is best about the European democratic tradition”

 Y mae’r etholiadau rhanbarthol wedi ei galw’n gynnar gan lywodraeth Catalonia fel ymateb i fethiant y llywodraeth ranbarthol i berswadio  llywodraeth Sbaen fod gan y rhanbarth yr hawl i gynnal refferendwm ynghylch dyfodol fel gwlad annibynnol neu fel rhanbarth o Sbaen.

 Cafwyd pleidlais ymgynghorol dan nawdd y llywodraeth ranbarthol ond nid oedd y llywodraeth ganolog yn fodlon derbyn dilysrwydd pleidlais o’r fath.  O ganlyniad fe benderfynodd llywodraeth Catalonia alw am etholiadau rhanbarthol cynnar.  Y bwriad yw defnyddio’r bleidlais, pe byddai’r pleidiau sy’n gefnogol i annibyniaeth yn denu dros 50% o’r bleidlais, fel refferendwm amgen.

“Mae’r cyfle i fod yn rhan o arolygaeth ryngwladol o’r etholiad yn un unigryw.  Fe fydd gweld y modd y mae’r ddadl am ddyfodol Catalonia yn datblygu trwy gyfrwng y blwch pleidleisio yn hynod ddiddorol.  Yr hyn sy’n allweddol yw bod yr etholiad yn amlwg yn adlewyrchu safonau uchaf y traddodiad democrataidd yn Ewrop”
