Guto first entered the political fray for the Conservative Party as the candidate in the Ogmore by-election.  After his baptism of fire, he was adopted to fight the Welsh Assembly seat in the former Conwy Constituency in 2003.  After a hard fought campaign Guto increased the Conservative vote significantly from 18% to 25% coming within 5% of the successful Labour candidate.

Guto was adopted as the parliamentary candidate for the General Election in 2005 again increasing the Welsh Conservative vote in the Constituency and in the process halving the Labour majority whilst securing a swing of 5% from Labour to Conservative compared to the Welsh average of less than 1%.  Following his success in being accepted on the so called ‘A’ list of Conservative candidates Guto was fast tracked through the selection process at the request of the local constituency association and was unanimously adopted in September 2007 as the Conservative Candidate for the new Aberconwy Constituency. In May 2010 Guto was elected as the first Member of Parliament for Aberconwy with a majority of 3,398 and a swing of 7.6% from Labour to Conservative.  Guto was re-elected in 2015 with an increased majority increasing his vote by just under 6%.  This increased vote was only bettered by one other Conservative candidate in Wales.  Guto was re-elected again in the 2017 General Election taking 44.6% of the vote, the highest share of the vote won by a candidate in Aberconwy or the previous Conwy seat since 1979.

On 19 March 2016 the Prime Minister appointed Guto as Parliamentary Under Secretary of State for Wales and a Government Whip (Lord Commissioner of HM Treasury).  He retained both positions following the 2017 General Election, before accepting the position of Minister for Defence Procurement (Parliamentary Under Secretary of State) on 10th January 2018.

Guto has been interested and involved in European affairs for well over a decade.  He became a member of the Council of Business for Sterling Wales in 2000 and was, during the period 2000 – 2003, one of their main contributors to radio and television in Wales. Once it became apparent that Britain would not be adopting the Euro Guto joined the successor organisation to Business for Sterling, the think tank ‘Open Europe’.  

Open Europe’ was responsible for the ‘I Want a Referendum’ campaign which saw Aberconwy chosen as one of ten constituencies throughout the UK where a full postal ballot was arranged in order to allow people to state whether they wanted a say on the Lisbon Treaty or not. On a 37% turnout over 90% of the electorate here in Aberconwy made it clear that they wanted their say on the treaty. 

During the 2010 - 2015 Parliament, Guto supported most efforts to secure a referendum on the UK’s continued membership of the EU stating that whilst he wanted “reform not divorce” the case for giving people their say was now overwhelming.  In 2016 Guto joined with some of the stalwarts from the Business for Sterling campaign in being one of the first to sign-up to Conservatives for Reform.  Guto has consistently made the case for continued UK membership in a reformed EU and is of the view that the case for ‘remain’ is a strong one.

Guto was born and brought up in North Wales and is a Graduate of the University of Wales, Aberystwyth.  In 1993 he founded Partneriaeth Egin Partnership, an Economic Development Consultancy.  He also co-founded and ran a successful bookshop in Caernarfon in partnership with his wife before selling the business in 2002.  He was also the Business Development Director of Innovas Wales from 2006 until 2011 where he worked on some very large and prestigious projects. Through his work and his political involvement Guto has gained a real understanding of the rural economy, the challenges of self-employment and an in depth knowledge of the challenges facing businesses and families in Wales.

He is a family man, having been married to Esyllt since 1993. They have five children – the twins being born during the run-up to the 2005 General Election campaign!  Guto has the ability to communicate at all levels in both Welsh and English and has a capacity for hard work. He believes in consultation, discussion and fair play and has the experience of having worked and lived in the “real world”.

Guto was a member of the Welsh Affairs Select Committee between 2010 and 2015.  He was also a member of the powerful Public Accounts Committee from 2012 to 2015 and was an elected officer of the 1922 Committee between 2011 and 2014.

In 2012 Guto formed the All Party Parliamentary Group (APPG) on Interest Rate Mis-Selling.  The cross party group of backbench MPs has worked closely with the Bully Banks campaign group to prompt a solution to the problems created by the mis-sale of financial derivatives to small businesses.  In 2015 the APPG broadened its remit, becoming the APPG on Fair Business Banking.  Guto has also been the Chair of the APPG on the Connaught Income Fund since 2014, a financial scandal that saw pensioners loose some £150m of their savings, and he has served as the Chairman of the APPG on Retail Crime.  He is also the founding secretary of the APPG on the Transatlantic Trade and Investment Partnership (TTIP) and has led delegations of MPs to Brussels, Washington DC and Berlin in support of this proposed free trade treaty between the EU and the US.

Guto is also an active supporter of the right of the Israel state to exist and live in peace.  He currently serves as a Parliamentary Vice-Chairman of Conservative Friends of Israel (CFI).  CFI as an organisation works to promote the twin aims of supporting Israel and promoting the Conservative Party.  Guto has visited Israel, the West Bank and Gaza on numerous occasions since his election in 2010 and has met with senior Israeli politicians, members of the Palestinian Authority and representatives of civic society in Israel, the West Bank and Gaza.

Cychwynnodd Guto ar ei yrfa wleidyddol gyda’r Blaid Geidwadol fel ymgeisydd yn isetholiad Ogwr. Wedi bedydd tân, cafodd ei ddewis i ymgeisio am sedd y Cynulliad Cenedlaethol yn hen etholaeth Conwy yn 2003. Wedi ymgyrch a fu’n frwydr galed, llwyddodd Guto i gynyddu pleidlais y Ceidwadwyr yn sylweddol o 18% i 25%, gan ddod o fewn 5% i’r ymgeisydd Llafur buddugol.  

Dewiswyd Guto yn ymgeisydd seneddol ar gyfer yr Etholiad Cyffredinol yn 2005, ac unwaith eto llwyddodd i gynyddu pleidlais y Ceidwadwyr Cymreig yn yr etholaeth, a haneru mwyafrif Llafur, gan sicrhau gogwydd o  5% o Lafur i’r Ceidwadwyr, o’i gymharu â chyfartaledd o lai nag 1% yng Nghymru. Wedi ei lwyddiant yn cael ei dderbyn ar restr ‘A’ ymgeiswyr y Ceidwadwyr, cafodd Guto garlamu ymlaen drwy’r broses ddethol ar gais y gymdeithas etholaethol leol a chafodd ei ddewis yn unfryd ym Medi 2007 fel ymgeisydd y Ceidwadwyr ar gyfer etholaeth newydd Aberconwy. Ym mis Mai 2010 cafodd Guto ei ethol yn Aelod Seneddol cyntaf Aberconwy gyda mwyafrif o 3,398 a gogwydd o 7.6% o Lafur i’r Ceidwadwyr. Cafodd Guto ei ailethol yn 2015 gyda mwyafrif uwch, a chynnydd o fymryn llai na 6% yn ei bleidlais. Dim ond un ymgeisydd Ceidwadol arall yng Nghymru a lwyddodd i sicrhau cynnydd uwch yn ei bleidlais. Cafodd Guto ei ailethol eto yn Etholiad Cyffredinol 2017 gyda 44.6% o’r bleidlais, sef y gyfran uchaf o’r bleidlais i unrhyw ymgeisydd ei hennill yn Aberconwy ac yn sedd flaenorol Conwy er 1979.

Ar 19 Mawrth 2016 cafodd Guto ei benodi gan y Prif Weinidog yn Is-Ysgrifennydd Gwladol Seneddol Cymru ac yn Chwip i’r Llywodraeth (Arglwydd Gomisiynydd Trysorlys EM). Cadwodd y ddwy swydd yn dilyn Etholiad Cyffredinol 2017, cyn derbyn swydd Gweinidog Caffael Amddiffyn (Is-Ysgrifennydd Gwladol Seneddol) ar 10 Ionawr 2018.

Mae Guto wedi ymddiddori ac ymwneud â materion Ewropeaidd ers degawd a mwy. Daeth yn aelod o Gyngor Business for Sterling Cymru yn 2000 ac ef, yn y cyfnod 2000 – 2003, oedd un o’u prif gyfranwyr ar radio a theledu yng Nghymru. Pan ddaeth hi’n amlwg na fyddai Prydain yn ymuno â’r Ewro, ymunodd Guto â’r corff a ddaeth i olynu Business for Sterling, sef melin drafod ‘Open Europe’. 

‘Open Europe’ oedd yn gyfrifol am yr ymgyrch ‘I Want a Referendum’, a dewiswyd Aberconwy yn un o ddeg etholaeth ledled y DU lle trefnwyd pleidlais bost lawn er mwyn caniatáu i bobl ddatgan a oeddent eisiau cael dweud eu dweud ar Gytuniad Lisbon ai peidio. Gyda chanran y rhai a bleidleisiodd yn 37%, bu i 90% o’r pleidleiswyr yma yn Aberconwy ddatgan yn glir bod arnynt eisiau cael mynegi eu barn ar y cytuniad.

Yn ystod Senedd 2010 - 2015, cefnogodd Guto y rhan fwyaf o ymdrechion i sicrhau refferendwm ar barhad aelodaeth y DU o’r UE, gan ddatgan bod yr achos dros roi llais i’r bobl yn anorchfygol bellach, er mai “diwygio nid ysgaru” y mynnai ef ei weld. Yn 2016 roedd Guto, ynghyd â rhai o hoelion wyth ymgyrch Business for Sterling, ymhlith y cyntaf i ymuno â Conservatives for Reform. Mae Guto wedi dadlau’n gyson o blaid parhau ag aelodaeth y DU mewn UE ddiwygiedig, ac mae’n credu bod y ddadl dros ‘aros’ yn un gref.  

Cafodd Guto ei eni a’i fagu yn y Gogledd ac mae’n un o raddedigion Prifysgol Cymru, Aberystwyth. Yn 1993 sefydlodd ymgynghoriaeth datblygu economaidd Partneriaeth Egin. Bu’n gyfrifol hefyd am gyd-sefydlu a rhedeg siop lyfrau lwyddiannus yng Nghaernarfon mewn partneriaeth â’i wraig, cyn iddynt werthu’r busnes yn 2002. Roedd hefyd yn Gyfarwyddwr Datblygu Busnes Innovas Cymru o 2006 hyd 2011, lle bu’n gweithio ar brosiectau mawr nodedig. Trwy gyfrwng ei waith a’i ymwneud gwleidyddol, mae Guto wedi meithrin gwir ddealltwriaeth o’r economi wledig a heriau hunangyflogaeth, yn ogystal â gwybodaeth fanwl am yr heriau sy’n wynebu busnesau a theuluoedd yng Nghymru.

Mae’n ddyn teulu, ac wedi bod yn briod ag Esyllt er 1993. Mae ganddynt bump o blant – a’r efeilliaid wedi eu geni yn y cyfnod cyn ymgyrch Etholiad Cyffredinol 2005! Mae gan Guto’r gallu i gyfathrebu ar bob lefel yn Gymraeg a Saesneg, a’r capasiti i weithio’n galed. Mae’n credu mewn ymgynghori, trafod a chwarae teg, ac mae ganddo’r profiad o fod wedi byw a gweithio yn y “byd go iawn”.  

Roedd Guto’n aelod o’r Pwyllgor Dethol ar Faterion Cymreig rhwng 2010 a 2015. Bu hefyd yn aelod o’r Pwyllgor Cyfrifon Cyhoeddus dylanwadol o 2012 i 2015 ac roedd yn swyddog etholedig i Bwyllgor 1922 rhwng 2011 a 2014.

Yn 2012 ffurfiodd Guto y Grŵp Seneddol Hollbleidiol ar Gamwerthu Cyfraddau Llog. Mae’r grŵp trawsbleidiol o Aelodau Seneddol y meinciau cefn wedi gweithio’n agos â grŵp ymgyrchu Bully Banks i annog canfod ateb i’r problemau a grëwyd drwy gamwerthu deilliadau ariannol i fusnesau bach. Yn 2015 ehangodd y grŵp ei gylch gorchwyl, gan ddod yn Grŵp Seneddol Hollbleidiol ar Fancio Busnes Teg. Bu Guto hefyd yn Gadeirydd y Grŵp Seneddol Hollbleidiol ar Gronfa Incwm Connaught er 2014, sgandal ariannol pan fu i bensiynwyr golli tua £150 miliwn o’u cynilion, ac mae wedi gwasanaethu fel Cadeirydd y Grŵp Seneddol Hollbleidiol ar Droseddu mewn Manwerthu. Ef hefyd yw ysgrifennydd sefydlol y Grŵp Seneddol Hollbleidiol ar y Bartneriaeth Masnach a Buddsoddi Traws-Iwerydd (TTIP) ac mae wedi arwain dirprwyaethau o ASau i Frwsel, Washington DC a Berlin er mwyn cefnogi’r cytuniad masnach rydd arfaethedig hwn rhwng yr UE ac UDA.

Mae Guto hefyd yn gefnogwr gweithgar o hawl gwladwriaeth Israel i fodoli a byw mewn heddwch. Mae’n gwasanaethu ar hyn o bryd fel Is-Gadeirydd Seneddol y Conservative Friends of Israel (CFI). Mae CFI fel mudiad yn gweithio i hyrwyddo dau nod sef cefnogi Israel a hybu’r Blaid Geidwadol. Mae Guto wedi ymweld ag Israel, y Lan Orllewinol a Gaza nifer o weithiau ers cael ei ethol yn 2010 ac wedi cwrdd ag uwch wleidyddion Israelaidd, aelodau o’r Awdurdod Palesteinaidd a chynrychiolwyr y gymdeithas ddinesig yn Israel, y Lan Orllewinol a Gaza.
